BCA registration and construction experience
Veronica Tan spent over a decade in construction-related operations management before joining Golden Archway. She leads our BCA registration and licensing support, reviewing workheads, grades, personnel qualifications and appointment records.
The initial check covers your existing registration, capital, accounts, project records and technical personnel. Requirements depend on the workhead and grade; tell us which construction work you intend to undertake.
First registration, another workhead or an upgrade?
Your first CRS application
Tell us the construction work you perform and whether your company, accounts and technical personnel are ready. The initial BCA check is free.
Additional workheads or a higher grade
Tell us your current registration and the work or contract values you need it to cover. We can review the requirements for that application.
A builder licence
Tell us the building works and licence class you are considering. We can review the company and personnel requirements separately from CRS registration.
CRS registration and builder licences
Contractors Registration System (CRS) registration identifies your work category, called a workhead, and grade. A builder licence is a separate permission for regulated building works. Some firms need both. We help with first applications, additional workheads, higher grades and builder licence enquiries.
When CRS registration is required
CRS is used for public-sector tenders and first-level subcontractors. Since 1 June 2025 it is also required for firms hiring construction Work Permit or S Pass holders. Registration does not automatically grant a worker quota or permission for every deployment. MOM’s other conditions still apply.
ME L1 capital, project and personnel requirements
For ME01–ME13 Grade L1, review both $50,000 paid-up capital and $50,000 net worth, $300,000 of relevant track record over the preceding three years, and one qualifying T technical person. L1 does not impose the three-year personnel-experience condition used at L2. New or additional entry-grade applications can use relevant ongoing as well as completed projects.
Paid-up capital is the amount shareholders have paid for their shares. Net worth is assets minus liabilities, supported by accounts; a $50,000 bank balance alone does not establish $50,000 net worth. Management accounts can be used at L1, while L2–L6 require audited accounts. Requirements vary by workhead; do not apply an ME table to every CRS category.
CRS technical personnel are different from a builder’s Technical Controller. They must be full-time and employed only by the applicant. Local or PR technical personnel need evidence of at least $2,400 monthly salary. For ME workheads, relevant mechanical, electrical or electronics diploma routes and BCA-approved alternatives apply. Some workheads allow specific EMA or M&E Coordination credentials; check the actual category before hiring or enrolling in a course.
Eligible new firms without the full entry-grade track record may be considered for probationary L1, C3 or Single Grade registration, excluding CR10A, if other requirements are met. Relevant ongoing or completed projects must start during the probation period and total at least $100,000. Successful assessment can give a further two years. Repeat-application restrictions also apply, including through certain shareholders. Probation is a route for BCA to assess, not an automatic approval.
Documents to prepare after the first review.
- Company profile, ownership and relevant business scope.
- Accounts establishing the required paid-up capital and net worth.
- Personnel qualifications, identity, employment and experience records where required.
- Contracts with relevant scope and value breakdowns, plus evidence of ongoing or completed work.
- Workhead-specific licences, certificates and other supporting documents.
For the first enquiry, tell us the construction work you perform, the workhead or licence you need, and whether you have the required capital, accounts and personnel. We will ask for documents after discussing the application with you.
Professional fees and authority fees.
Our professional fee starts at SGD 1,688 before GST for the first L1 or Single Grade workhead, and SGD 688 for each additional workhead applied for at the same time. Higher grades and builder licence work are quoted after review. BCA fees are separate; the current ordinary L1/C3 or Single Grade CRS workhead fee is $562 including GST. Company setup, qualification programmes and other services are separate where required. Your quotation states which application and follow-up work is included.
GB1, GB2 and specialist builder licence requirements
GB1 covers general building projects of any value; GB2 is limited to projects of $6 million or less. Corporate paid-up capital requirements are $300,000 for GB1 and $25,000 for GB2 or specialist licences. An Approved Person manages the business and a Technical Controller supervises relevant works. Their qualification and experience routes depend on the licence.
