Who qualifies for the Global Investor Programme?
EDB administers GIP. Its applicant categories cover established business owners, next-generation business owners, founders of fast-growth companies and qualifying family-office principals, each with its own background and financial criteria. Review the current factsheet for the category rather than treating available funds as the only test.
Compare the three options.
| Option | Investment requirement |
|---|---|
| A: business | At least $10 million in a new Singapore business or expansion of an existing one. |
| B: approved fund | At least $25 million in a GIP-select fund. |
| C: family office | A Singapore single-family office with at least $200 million AUM and at least $50 million deployed and maintained in EDB-specified investment categories. |
The $50 million is not simply any local spending. The approved categories and maintenance requirements matter. The current application fee is $20,000, effective from 5 May 2025.
What evidence is needed?
The factsheet sets category-specific requirements for the applicant’s business ownership, track record, turnover or assets, alongside the proposed investment. Ownership, audited records and the investment plan need to be supported. Do not infer that every entrepreneur with $10 million qualifies.
GIP conditions and Re-entry Permit renewal
Re-entry Permit renewal has option-specific business, employment, investment and residence conditions. Review these before committing to an investment. A first approval is not a promise that future conditions will be met automatically.
Ordinary PR or GIP?
Eligible work-pass holders may use the ordinary PR route assessed by ICA. GIP has materially different qualifying conditions and commitments. Choose based on your category and intended investment, rather than assuming GIP guarantees faster PR.
Check investor eligibility before comparing investment options
The investment amount is not the only entry condition. Prepare the applicant’s business or investment history, ownership interests, financial records and the evidence relevant to the selected investor category. The proposed Singapore investment must also satisfy the chosen option’s conditions.
Compare more than the headline capital. Consider the commitments attached to the investment, ongoing business or family-office operations, employment requirements where applicable and Re-entry Permit renewal conditions. For the family-office option, funds must meet EDB’s specified deployment and maintenance requirements; describing them simply as assets held in Singapore is insufficient.
- Confirm the applicant category and supporting business records.
- Check the current option conditions and application fee directly with EDB.
- Identify which family members can be included and their separate conditions.
- Obtain appropriate legal, tax and investment advice for the actual structure.
Do not move funds or commit to an investment on the assumption that payment guarantees PR. The EDB GIP factsheet should be read with the proposed structure.
Frequently asked questions
Is the required investment the entire cost?
No. Consider the application fee, professional costs and ongoing commitments of the selected option.
Is having the investment amount enough?
No. The applicant category, business or investment background and other current EDB requirements matter.
Are there conditions after approval?
Yes. Re-entry Permit renewal has option-specific requirements that should be reviewed before committing.
