CR and ME limits.

GradeCR / ME tender limit
L1$800,000
L2$1.6 million
L3$5 million
L4$8 million
L5$16 million
L6 / Single GradeUnlimited

These public-sector tender limits apply from 1 July 2026 to 30 June 2027. They do not replace the tender’s workhead and other conditions, guarantee an award, or set the separate GB2 builder licence’s $6 million ceiling.

CW limits.

CW gradeLimit
A1Unlimited
A2$105 million
B1$50 million
B2$16 million
C1$5 million
C2$1.6 million
C3$800,000

These figures apply to the same July 2026–June 2027 period. A tender’s specified workhead and other criteria still apply.

Grade is not a builder licence.

The GB2 builder licence ceiling is $6 million per project. That is a separate rule from the L1 public procurement ceiling of $800,000. Your firm may need the relevant registration and a builder licence; one does not replace the other.

Do the limits apply to every private contract?

The CRS tender limits concern public procurement. Do not apply them indiscriminately to all private contracts. Any builder licence, contract-specific, safety or other legal requirements remain relevant.

How to plan an upgrade.

Identify the required workhead and grade, then compare financial evidence, track record and personnel against the current SRR. Higher grades can need audited accounts and additional project composition or qualifications. A larger intended contract does not alone establish upgrade eligibility.

Read the tender’s registration and scope conditions

Identify the workhead, minimum grade and applicable tender period before comparing contract values. The published CRS tendering limit is one part of eligibility; the procuring party may set additional project, technical or submission conditions. A value within the limit does not establish that the company meets every tender requirement.

For a tender that crosses a published period boundary, check the procuring party’s instructions and the applicable BCA schedule. Do not reuse an old table without its effective dates. Builder-licence limits also need a separate check: the GB2 SGD 6 million project limit should not be confused with an ME or CW tendering limit.

  • Record the tender closing date and required registration.
  • Confirm the company’s grade and registration validity.
  • Check additional conditions in the tender documents.
  • Assess the actual work and relevant builder licence separately.

The builder-licence guide explains why these two limits answer different questions.
